init_external_needs() runs as a "config-inited" listener, soo the lookup silently for production dependable_element-based module (masked in tests, which use the module-level call path in test/template/conf.template.py that runs inside the chdir).
Extract _create_config_py() out of _score_needs_impl/_score_html_impl into a standalone _score_conf rule, one instance per builder pass (<name>_needs_conf, <name>_conf).
