Migrate template to pyproject.toml

Soon it will not be possible to build with setup.py bdist_wheel anymore, see this issue and this faq.

This PR migrates the template and documentation to use pyproject.toml instead, which is also neat as it includes ruff and might help with snyk

I'd like to propose to introduce uv as a project and dependency manager. And additionally a bump-my-version dev dependency with a default config in pyproject.toml that will instruct it to bump the version in both pyproject.toml and in extension.yaml.
