Correct compute unit documentation pricing and listings

Consolidate compute unit pricing for EVM/SVM Balances and Transactions and correct SVM Balances CU cost to reflect chain-dependent pricing.

The previous documentation incorrectly listed SVM Balances and SVM Transactions as fixed 1 CU per request. This PR updates the compute units table to reflect that SVM Balances are chain-dependent (like EVM Balances) and SVM Transactions are fixed 1 CU (like EVM Transactions). Additionally, the SVM Balances endpoint documentation is updated to clarify its chain-dependent CU cost.
