The chisel-wrapper can non-deterministically omit installed packages from generated dpkg metadata, making package verification unreliable for Ubuntu 26.04 chiseled images.

Temporarily skip only installed-package verification for Resolute chiseled images across architectures and variants. Other image tests, package baselines, and verification for other operating systems remain unchanged. Re-enable verification once images include the upstream fix.
