Pull request overview
Publishes a new .NET Framework cumulative update preview release note (January 29, 2026) and updates navigation/index pages to surface it.
Changes:
- Adds a January 2026 cumulative update preview entry to the Framework TOC.
- Updates the release notes index page to mark the January 2026 preview as the newest entry.
- Adds a new January 2026 cumulative update preview release note page, and annotates the October 2025 cumulative update page with an updated date.

This page now includes an “Updated November 10, 2025” line, but the frontmatter ms.date is still 10/14/2025. In this repo, pages that include an “Updated ...” line typically also set ms.date to the update date (for example, docs/framework/release-notes/2025/03-25-march-cumulative-update-preview.md:4). Update ms.date to match the latest update so metadata and page content stay consistent.
