Adds a repeatable --annotation key=value flag to docker compose publish, allowing users to attach custom OCI annotations to the published manifest. When --app is used, annotations are also applied to the image index. Includes unit tests covering valid input, malformed input (missing =), and empty slice. Docs regenerated via make docs.
