1899: Show freinet information

Short Description

As a region admin i want to to be able to activate and deactivate the transfer of data to freinet (Stammdatenverwaltung)

Proposed Changes

• add a section in the region settings and show the freinet information that were determined from the freinet api
• add a checkbox to activate and deactivate the data transfer, so the region can decide if and when they want to do that
• add a mutation that updates the activation flag in the database
• add a projectConfig flag to show this settings card in region settings or not
