This adapts the rust-bitcoincore-rpc to support dogecoin. It is still a WIP.
Many tests that only work for bitcoin are removed, but there are wallet related tests that probably can be made to work with dogecoin, except that dogecoind doesn't support the separate API for wallets of different accounts. Probably worth investigating further.
