Update release flow

To fix/update:

• consolidate py version matrix for build, test, lint, release

• consolidate duplicated doc release here and here

  • datajoint-python release should include doc release as a sub flow
  • doc release should also be an individual flow for later fixes

• datajoint ownership in Test PyPI #1217

To add:

• add conda-forge release flow
  • someone made a release years ago here
• We will use Release Drafter(see comment below) to auto generate release note based on PRs
  • we are going to write separated release article, maybe in Discussion - Announcement
• github label GHA
• send release notification on slack through Slack: Send to Slack - GitHub Marketplace
