refactor(dev): workaround with upstream database imports #100

Major changes:

  • Change the upstream db import command from composer db:import to composer testbench nusa:import
  • Move submodules location to workbench directory

Notable changes:

  • New upstream-stats artifact to store summarized data from upstream

    This should be helpful whenever we want to compare our current data against the upstream changes
