It will update our go dependencies automatically.
The upstream bindings have been moved/renamed from github.com/libvirt/libvirt-go to libvirt.org/go/libvirt This raises the minimum libvirt version needed to 8.0.0 as it's been in RHEL8 for a few releases, which is the older releases crc supports.

This updates our go modules, in particular switches the minimum libvirt version needed.
This also allows dependabot to file PRs to update these deps.
