This PR adds an implementation of the Skyball component from the WWT webclient (see the image below; I took the name from the webclient as well).

Coordinatesfrom the engine, which is possibly better fixed upstream.Regardless, I wanted somewhere to post this implementation in order to get thoughts if necessary.
