builder-splunk.bu: Remove outdated ITPAAS references

The ITPAAS service is no longer used, as confirmed in coreos#1045.
Removed all mentions of ITPAAS from builder-splunk.bu to reflect this change.

The builder-splunk.bu is also broken or some new update is breaking the splunk part as the 2015-IT-Root-CA.pem that has changed the url, I had to remove the builder-splunk.bu merge to be able to launch a new instance in AWS. It is failing in the ignition part, when it has the splunk sutff added. @marmijo let me know if you have cycles to look at it, if not, I can try to look after.
