e2e: add e2e test for the nri-memtierd plugin#691

Adds memtierd move-idle test that verifies memtierd migrates idle memory of managed containers to a CPU-less NUMA node, and leaves unmanaged containers alone. Also adds the deploy playbook, helm-launch case and pod template needed to launch the memtierd plugin from an e2e test, as this is the first e2e test for the memtierd NRI plugin. Add the test to ensure that PR #690 and later changes do not cause regression. Currently the plugin did not have e2e tests at all.
