Applies to clean-up in advance of updating TypeSpec to 1.0 rc. Removes prettier, husky, and lint-staged in favor of just using the `tsp` CLI. Updates the CI build script. Removes the pull request template. Updates README and CONTRIBUTING. Adds `.editorconfig`.
