Ended up splitting the bottom part into a footer element for semantic reasoning.
Need to ask Design to verify the way I handled social link styling and mobile styling.
Had quite a few git issues after accidentally committing this to the #1246 branch instead of this one. This created some merge conflicts that will need to be resolved, I am just leaving it for now so I don't mess it up further
