A brief description of the purpose of the changes contained in this PR.
Updated the RabbitMQ image we use. We are going through a major version (3 to 4), so some further tests are required.
We also need to log into the RabbitMQ interface and enable the flags it wants us to enable after upgrading
I also noticed that the Python Rabbit package that we use (https://github.com/deslum/pyrabbit2) is outdated and does not officially support RabbitMQ 4 or newer versions of Python ('It's tested against RabbitMQ 3.7.4 using Python 2.7-3.6' from the github repository). We will have to eventually find another package that is up to date.
