Kubescape Incubation DD - TOC Evaluation

[TheFoxAtWork]

This PR contains the due diligence for Kubescape to move to incubating status.

Project application issue: #1291

The Kubescape project is considered a very early Incubation level project which meets the minimum expectations and criteria, with a few areas of increasing maturity and was engaged and collaborative with the TOC sponsor throughout the process.

This PR is now available for TOC review and public comment.
