Failure signature:

• The job setup and artifact download steps succeeded; the failure happened inside Run smoketest partition (Windows).
• Nextest ran 66 tests: 65 passed and only cluster::http_routes::csharp_http_routes_are_strict_for_root_paths failed after 114.432s.
• The test started a local server successfully at http://127.0.0.1:50468, then spacetime publish --dotnet-version 10 took 105.5758179s and returned an error.
• The underlying error was MSBuild failing in SpacetimeDB.Runtime.targets while downloading https://github.com/WebAssembly/wasi-sdk/releases/download/wasi-sdk-29/wasi-sdk-29.0-x86_64-windows.tar.gz: error MSB3923: Failed to download file ... The request was canceled due to the configured HttpClient.Timeout of 100 seconds elapsing.

Diagnosis: this is a transient external dependency/download failure in the C# module publish path, not an HTTP-route behavior failure. The test only panicked because it unwraps the failed spacetime publish result.

Duplicate analysis:

• Top duplicate candidate: CI flake: Test Suite / tests::test_basic_invariants_spacetime_module_csharp #5733. It is the same failure family: C# dotnet publish/module publish fails while downloading the wasi-sdk-29 archive from GitHub. That ticket saw a Linux archive download return 503 Service Unavailable; this ticket saw the Windows archive hit the 100s HttpClient timeout.
• CI flake: Test Suite / tests::test_basic_invariants_spacetime_module_csharp #5878 is another public repeat of the same C# WASI SDK download failure family, already pointing back to CI flake: Test Suite / tests::test_basic_invariants_spacetime_module_csharp #5733 as the closest match.
• CI flake: csharp-testsuite #5896 and CI flake: Smoketests (Windows 3/4) #5897-CI flake: Smoketests (Windows 2/4) #5900 are only related .NET/WASI setup flakes; their mechanism is workload manifest version skew before tests run, so they are not close duplicates of this publish-time download timeout.
