Jenkinsfile: Now only archives packages when not publishing them - #2524

Every build archived the full package set on the controller, for every branch and pull request job. This filled up the Jenkins disk. Published packages are already on buildcache, which expires them after 7 days. Also reduced the number of builds that keep their artifacts from 10 to 2.
