What changed?

Converts links from our old slack instance to the CNCF community inviter.
Adds a link to our shared contributing guide to the contributing readme.

Why?

The goal of the contribution guide is to move all common guides and processes between our repositories to a shared place – reducing conflicting information and streamlining the process to contribute to cadence.

Our plan is to move the common contributing processes/guides to the website, so I'd recommend linking this to the contributing guide (probably in the same block style that we've added in the cadence repo).

This test fails com.uber.cadence.internal.worker.autoscaler.PollerAutoScalerTest > testStart FAILED
Completely unrelated ofc, since no code changes. Must be some flaky test. @shijiesheng maybe you have some context?
