Switch CODEOWNERS over to new maintainers team - #458

Point CODEOWNERS at the new `@buildpacks/github-actions-component-maintainers` team, replacing the `@buildpacks/platform-maintainers` and `@buildpacks/toc` teams (which don't review PRs here) and `@edmorley` listed individually.
