Description
This pull request extracts the RMSNorm implementation from DeepSeek R1 (MLIR) as a baseline, and presents a manually optimized version.
Several optimization variants were explored, and their local performance was roughly estimated (see figure).
The optimized code in this PR represents the best-performing version among them.
