perf(pg-types): update pg-types to 4.0.2

pg-types 4.0.2 has some performance improvements:

• perf: remove function call for noParse node-pg-types#160
• Upgrade postgres-date to 2.1.0 for better performance node-pg-types#148
• perf: prefer parse int with + instead parseInt() node-pg-types#142
