Add a Windows unit-tests job and simplify the workflow - #88

- Drop the conda-era `defaults: run: shell: bash -l {0}`; the GitHub default
`bash -e {0}` already enables errexit.
- Remove the now dead `|| exit` / `cd ..` guards, the duplicate job name and
the vestigial always() condition.
- Run the unit tests on windows-latest, installing GDAL and make from
conda-forge via mamba-org/setup-micromamba.
- Gate distribution on unit-tests-windows and minver-tests.
