Use Bolt fork of configuration-notices renamed configuration-settings-notices

configuration-settings-notices is not a great name, we should use bolt/configuration-notices-widget instead. Next to that, the fork is not ready to be used.

Fork renamed, Packagist new name registred and old name removed.

IMHO, we can use this namespace without risk: Bolt\ConfigurationNoticesWidget

The actual namespace: BobdenOtter\ConfigurationNotices

The proposed namespace uses the same pattern as Bolt\NewsWidget and can't conflict with the older package using namespace Bolt\ConfigurationNotices.
