Return a generic job-type-prefixed failure message from jobs APIs while preserving raw error details in job run records for troubleshooting.
Use Pacific-midnight parsing for WKL and CSA processing dates so records processed on a given Pacific day cannot match a previous-day CRA batch. Also align pacificToday with Pacific-midnight semantics and add regression tests to prevent timezone drift.
