Resolves JIRA: WS-1884

Summary

Updates the newly migrated component to reflect new designs given by UX, removing the old scrollable styling and replacing with a new stacked card format.

Code changes

  • Removes scrollable styling and renames some variable names.
  • Updates existing margin/padding values to match newly specced designs.
  • Adds Chevron component to src/app/components/ArticleLinksBlock/Promo/index.tsx.
