Summary

Changes

This PR adds support for the new ap-southeast-7 and mx-central-1 commercial region.

This PR is on hold until we have the confirmation that those regions were bootstrapped in our beta and and production account.

User experience

Customers will be able to use Powertools Lambda Layers ARN in those regions.
