feat: release v1.8.1

Summary

• release the v1.8 introspection fixes as api7-lua-resty-openidc 1.8.1-0
• retain the v1.8 dependency ranges to avoid pulling v1.9 runtime changes into the patch
• update the library version and ChangeLog

This is stacked on #8. Merge #6, #7, #8, and release automation #9 first; then retarget this PR to release/1.8 before merging it.
