Yes, apm-toolkit-logback-1.x:9.7.0 itself is visible on Maven Central.
The problem is not the toolkit JAR availability.

Its published POM inherits from:

org.apache.skywalking:apm-application-toolkit:9.7.0
-> org.apache.skywalking:java-agent:9.7.0

However, Maven Central returns 404 for:

https://repo.maven.apache.org/maven2/org/apache/skywalking/java-agent/9.7.0/java-agent-9.7.0.pom

Therefore Maven fails while resolving the parent POM chain, even though the
toolkit artifact page exists.

Could you please verify with a clean Maven repository using:

mvn -U dependency:get
-Dartifact=org.apache.skywalking:apm-toolkit-logback-1.x:9.7.0

Fixed. org.apache.skywalking:java-agent:9.7.0 was never deployed to Maven Central — only the toolkit modules were, but the root POM is their parent through apm-application-toolkit, so the whole parent chain was unresolvable. Thanks for pinning it down precisely, @BackDyh; that was exactly right.

The POM, built from the v9.7.0 tag, is now on Central: https://repo.maven.apache.org/maven2/org/apache/skywalking/java-agent/9.7.0/java-agent-9.7.0.pom

mvn -U dependency:get -Dartifact=org.apache.skywalking:apm-toolkit-logback-1.x:9.7.0 now succeeds from a clean repository. If you cached the failure, add -U or clear ~/.m2/repository/org/apache/skywalking.

The release-side cause is fixed for 9.8.0 in apache/skywalking-java#827.
