HDDS-15411 SCM overview grafana dahboard
Ozone - SCM overview dashboard with the following metrics
JVM: CPU load (JVM + system, gated on SCM heap), heap/non-heap memory, GC time & count (G1 splits), Netty direct memory, stacked thread states, Jetty scm thread pool (live/idle/max/queue), rpc_num_open_connections per listener.
SCM service: Block location throughput, latency, and concurrency by RPC type; block deleting command/txn rates (hostname-gated); container manager create/delete/report rates.
Ratis: Log append/flush, client read/write, failed writes (rates); append/follower/sync latencies (ns).
Replication manager: Cmd rates for std replication, deletion, EC delete/replication/reconstruction, plus deferred work; container lifecycle

How was this patch tested?
Imported to the grafana connected to the cluster running some workload, confirm that workloads are shown in the dashboard.
