Reviewing the source distribution requirements, I realized some of our checked in documentation needs to change to meet their requirements. This PR is the initial attempt at updating various files.

I added the proposed staging & verification workflow documentation here too. Please note that the verification script should eventually be turned into a gradle script but for now I'm reusing my work on the reproducible builds.

Once this PR is merged, I'll point ASF security at RELEASE.md and assuming they approve, we can setup the pipelines / test with the provided keys.
