This PR is my attempt to show how to work Mask / Bitmap into the reader.

Update here: I am struggling to figure out the best way to convert back/forth between ReadSteps and Filters.
I am triyng to get the PR to a place where it compiles/passes tests and I can then start trrying some various heuristics.

However, I am struggling to do this without basically replicating RowSelection -- though maybe that is a better approach 🤔 just a straight up port and then we can modify to add mask
