Cherry-pick of #65223
Stacked on #66909 (#63288 backport). Adds the `--use-docker/--no-docker` flag to `registry backfill` and the corresponding option-group entry in `registry_commands_config.py`. Required by the Breeze tooling chain for #66311.
Conflict resolution
Took PR side for all 6 conflicts (`.github/workflows/registry-backfill.yml`, four `output_registry*` doc artifacts, and `registry_commands.py`). All are PR-driven rewrites that supersede v3-2-test's older shapes.
