Updates Black Mesa's StaticPropLump_t.
This fixes a crash I was experiencing while using the parsed static prop data from BM's BSP files.
GAMELUMP_STATIC_PROPS_VERSION was updated to 11 since it's the version number I observed in the game lump header of the parsed BSP files.
Padding size was determined using a debugger by observing the changes to the member variables of the first and second parsed static prop lump.
