Make the default theme notice dismissible #1059

I think we should respect the user's choice here. If I click to close the notice, it should be dismissed and not keep popping up. Mainly because if I choose to use the default theme, this notice just creates noise and annoyance.

@renatonascalves I'm changing the base branch to include this in the next planned release, if we merge directly into develop it will create a new built release on WordPress.org.
