What does this implement/fix? Explain your changes.

This enhancement fixes an alignment issue in the parameter generation for the Elastic Ensemble (ElasticEnsemble) classifier.

The original Elastic Ensemble paper specifies the use of 11 elastic distance classifiers, which includes the unconstrained (full warping window) versions of DTW and DDTW. Previously, the _get_100_param_options method for dtw and ddtw only generated window constraints from 0.00 to 0.99.

This PR modifies the parameter generation logic to:

1. Include the full warping window (window: 1.0).
2. Replace the w=0.00 option with w=1.00 to maintain exactly 100 parameter options per distance measure, ensuring the total ensemble size remains correct while completing the 11 base measures.

A unit test (test_dtw_ddtw_full_window_inclusion) has been added to verify that window: 1.0 is correctly included in the parameter list for both DTW and DDTW.
