For most cases, the release will be pushed to the same repository as the workflow is running in. Therefore, the default action PAT is sufficient.
It makes sense to make the default PAT be supplied by convention, rather than requiring explicit configuration. (This is copied from actions/checkout but maintains preference for the token as provided via
env, if set.)
