Task

A third accuracy fix to the WireCat Desktop section (#475, #476).

Why

When the app shows that Node.js is missing or too old, it reads nodejs.org's release index to offer a version. It does this without a click (wirecat-desktop src/features/system/NodeNotice.tsx:61-63 → node_offer → src-tauri/src/node.rs:200-230). The policy said nodejs.org is contacted only to install Node.js.

What

lib/privacy.ts, en, ru, es: "nodejs.org when Node.js is missing or too old, to offer and install it".

Testing

biome check clean (pre-commit). No local next build.

WireCat Desktop reads nodejs.org's release index when it shows that
Node.js is missing or too old, before the user clicks install
(wirecat-desktop src/features/system/NodeNotice.tsx:61-63,
src-tauri/src/node.rs:200-230). The policy said only "to install".
