Before I merge. I know this was old. @49Indium you mentioned you might add stuff. Would you rather this merged and have a new PR for more docs, or should we mark this as draft. |

The yelling decorator is one of the most complex parts of the bot (at least python wise). This is one step to make it more manageable to a new contributers. I also plan on adding more documentation about it soon.
I also added the decorator to a few commands that were missing it.
