changed minimum plugin version from 1.14 to 1.16 as slimefun is planning to drop 1.14 and 1.15 support
removed cs corelib from bug report
reformat depend and added a soft depend template
added a note to please make sure they are using the latest dev build and not an outdated ,unoffical or rc build
