chore: add rai-sam2 dependency to rai-open-set-vision package

Purpose

• As part of Publish rai_open_set_vision package to Pypi #697, this is to replace rai_open_set_vision git dependency for sam2 with rai-sim2.
• Depends on Publish sam2 package to PyPi Grounded-SAM-2#3

Proposed Changes

This removes git dependency of sam2 from global pyproject.toml and adds new pyproject.toml for rai_open_set_vision.

Testing

• Unit tests have been run, no regression introduced.
• rai-manipulation-demo and rai-rosbot-xml-demo have been run and verified GroundingDinoAgent and GroundedSamAgent were initialized successfully.
