Jetson Builds

This makes it possible to built for the Jetson, on the Jetson - and in CI. It uses the new docker generator so that a single source file can generate the dockerfile, for x64, and jetson (and GPU x64). I'll submit this for verification, one CI runs on arm and x64.

Note: this PR is active, but not up for review, so that the circle side can be validated.

Note 2:After this, work to add tests to jetson, and artifact retrieval will be added. But this out outside the scope of this PR given how things (currently) work.

Note 3: Failing unit tests appear to be an AI issue, given the master merge?
