rand 0.9 renames the `distributions` module to `distr` and `thread_rng()`
to `rng()`, which breaks the API-key generator.

The RSA keypair generator needs more than a rename. `rsa` 0.9 is built
against `rand_core` 0.6 while rand 0.9 moved to `rand_core` 0.9, and the
two trait sets are not interchangeable, so an rng from `rand::rng()` no
longer satisfies `RsaPrivateKey::new`. Take the rng from the `rand_core`
that `rsa` re-exports instead: the versions then match by construction,
whichever way either crate moves next.

Also regenerates MANIFEST.md and THIRD_PARTY_NOTICES.txt, which the
lockfile change invalidates.

Pushed a migration commit onto this branch so the bump can land.

rand 0.9 renames distributionsdistr and thread_rng()rng(), which
is the mechanical part. The RSA keypair generator needed more thought: rsa 0.9
is built against rand_core 0.6 while rand 0.9 moved to rand_core 0.9, and the
two trait sets aren't interchangeable — an rng from rand::rng() no longer
satisfies RsaPrivateKey::new. It now takes the rng from the rand_core that
rsa itself re-exports, so the versions stay matched by construction whichever
way either crate moves next.

MANIFEST.md and THIRD_PARTY_NOTICES.txt are regenerated in the same commit.

Two notes:

  • Dependabot stops managing a branch once someone else commits to it, so
    @dependabot rebase won't work here any more. Use the merge queue or
    "Update branch".
  • E2E tests (GPU) is red, and it is not this change: the same scenario
    (serve-hf-checkpoint-inference) is already failing on main — see run
    31643703431, which predates this commit. Every other check is green.
