Summary
Revert codex's #4 — it replaced the dashboard's custom teal header ("PolicyEngine · Ads transparency dashboard · Last updated …") with the portfolio-wide ui-kit shell + a thin status sub-bar. The original was a single 50px teal bar; the replacement added a full Research/Model/API/About/Donate nav above a slim restated-title strip.
