This PR adds a collection of plugins and skills imported from the large codebase SDK:
add-javadoccobol-modernizationmigration-scoringAdditionally, this PR adds a
large-codebasemarketplace to serve as an index into these skills. To account for having multiple marketplaces, the marketplace-inclusion test is updated to ensure that each skill/plugin exists in some marketplace.
