Allow blocking a specific connection from UI's Sessions page

Right now we can teardown individual ingress connections, but that is not so useful since the client can reconnect again straight away if he wants.

Much more useful would be to have a button to block specific ingress and egress sessions, by modifying the respective service policy for that specific peer IP behind the curtains
