iep rxnetty module with fix for Configuration

Pull in the updated module that makes the need to have a
binding for Configuration optional. This avoids backwards
compatibility issues for some use-cases that may not have
an explicit binding.

Bump the versions of a few other dependencies to match the
version currently being used internally.
