Add isSupportedUserAgent util and configure tsup build

Description

• Added the isSupportedUserAgent function.
• Implemented user agent support checking using browserslist and browserslist-useragent.
• Changed the package build from no build to using tsup.

Testing

• Comprehensive test cases cover supported and unsupported user agents, including iOS Safari version checks.
